how can i tell if i need a new glow plug relay or just new glow plugs?

Disconnect the heater plugs and use the multimeter to check the resistance across each plug.

you could check using test lamp or multi-meter that there is a live feed to heater plugs when ignition turned on initially-length of time that feed is on usually depends upon air temperature. if feed ok then heater plugs req checking.
