Why is my Smeg Spa 42016 oven not heating up?

I have a Smeg oven (Spa 42016) which is not working and I don't have a manual for it. The hob is fine and the grill works, but any function which involves the fan i.e. fan oven, fan grill, does not work. I understand the fan sits at the back of the oven next to the oven element (similar to a NEFF oven I recently changed an oven element on) and when a fan function is selected the fan does not turn. It moves slightly from side to side for a moment, as though it wants to start, but doesn't. The lights come on on the front panel next to the temperature dial. Can anyone help?
