how can i get hotter water to shower valve with combi ?

i have a combi boiler and a shower valve, struggling to sometimes get hot water from the shower, is warm but not hot, water in taps upstairs boiling hot, i have fitted a restricter (think that is was it is called) onto the cold feed but hasnt made any difference help!!
make of bolier is a baxi
