I am fitting a whilpool bath, I have no electric in the bathroom can i run a spur into bathroom with a isolator (rcd) and a pull cord with a neon?

By the fact that you don't know who to do it, you should ask yourself if you should. Mixing water and electricity is not a job for a an amateur.

BTW DIYing that kind of job in the UK is essentially illegal.
