Mend Mercedes A160 Second Hand Told

key fob A160?

Hi Been in touch with Mercedes to have a second hand fob reprogrammed and was told they can't reprogram a fob that has been coded and programmed to another car.Once a fob as been programmed it stays programmed to that car and can't be cleared.
It this correct.
