Mend Whirlpool ADP 4501/5 Dishwasher Fill Coming

whirl pool adp 4501/5?

hi my dishwasher starts to fill up water from base but no water coming from sprays/arms just water at bottom of dishwasher. you can hear the water going in but doesnt wash dishes and also dries them at the end. my husband has checked all pipes, valves everything but we have to keep resetting it to get rid of water at the bottom of dishwasher what could the problem be?
