Mend Hotpoint DWF33 Clean Top Only

why does it clean on top only?

I have a hotpoint Aquarius DWF33 the bottom arm does not appear to spin and does not clean pots on tne bottom tray can i fix this o r is it cutains for my dishwasher

Take off the bottom spray arm & clean it. Make sure all the holes are clear otherwise it will not rotate.
