Mend Tecnik TKC8525/2 Oven Fitted Element

Tecnik oven TKC8525/2?

The service engineer has recently fitted a new grill element - when the grill is on the S/S panel and all the rotary controls get so hot you can't touch them. The engineer tells me this is ok, but this situation never occurred with the original element. Are there any cooling facilities on this type of oven when the grill is on? Surely the control panel should not heat to this extent/
