the arms are not spinning ?

You make it difficult to identify the problem acurately because you do not tell us which machine you have.
Taking lack of information into account here is my best guess on the spray arm problem...spray arms blocked, pressure loss, motor capacitor fault, recirculation motor impeller jammed/faulty, recirculation motor faulty.
Residual water in machine...usually blocked/faulty pump or hose.
Having 2 faults complicates matters. All the more important to post as much info as you can. It isn't entirely impossible that these problems have the same root cause.
