my peugeot 807 lights need adjusting?

i have just purchased a 807 and the lights on my first night drive where not very bright as if shining straight down onto the road. When you look at them they are very bright, i have checked that the bulbs are in correctly and the manual height adjustment is working,
Please could you shead an "light" (sorry) on how to adjust them or whatelse could be the problem.
