Mend Vaillant Working Air Thermostat

how to turn on heat- valliant water heater?

Hi, we are trying to turn the heat on and it is not working. The pilot is on. The air is out of radiators..., The thermostat has been lowered and then increased . It makes a brief lighting sound but then, it goes off. What else can we do?

PS Not sure where the "electric switch" is????
