Check to see that the roller moves freely and easily after putting on a new belt. It may be clogged up with hairs etc, or it may be slightly mis-fitting/rubbing on something.
Alternatively you try replacing the whole clutch assembly.

WHEN YOU REPLACE THE BELT,MAKE SURE THE BRUSH ROLLER TURNS FREELY BEFORE YOU REPLACE THE SOLE PLATE AND AGAIN AFTER.
