Mend Gilera Runner 180 Problem

Gilera runner 180 not kicking over?

I have a big carb on my Gilera so i know its getting enough petrol - once driving the bike has no problem. However, it just wont kick over in the first place! I have new battery & spark plug. Anyone know what could be nakerd that I haven't looked at or changed? Thanks
