Mend Bissell 9200E Repair Brush Motor

Hoe to repair Bissell 9200e Brushes not spining?

I have replaced the brush motor but still it does not spin, even with the brush belt removed the motor does not turn. Could be that EMI Filter may have blown/fused? Can I remove the filter completely and the motor will run?

Is there anything else that could be causing the motor not to spin?
