How can I fix 1995 Yamaha Waveventure's forward/reverse linkage?

I have a 1995 Yamaha Wave Venture WVT700T. The reverse sheild in the back doesn't stay up and will fall down into the reverse position. The selector is still on Forward, so instead of reversing it actually forces the nose down into the water; trying to go forward. I was able to tighten the linkage rod coming out of the back of the machine but I don't know how it is supposed to be connected. It just came out when I removed the 2 bolts holding it on to the shield. Any ideas?
