BT Studio 1100 Engaged tone when dialling?

Studio 1100 twin. One handset gives engaged tone on dial attempt. Other handset OK. When I go into Menu - Set Up will say "Unavailable" but OK on other. Have tried removing batteries, de- registering. unplugging base, disconnecting from network and taking it for a walk round the block so out of range.
What should I do?
