my 1.6 SE vw golf won't start!!!?

when turning the ingnition on the dash baord lights up, you can here the fuel pumpworking but there is no clicking at the starter motor, or cranking of the engine, I have charged the battery up to 13.46 volts dc, cleaned the contacts at both the starter motor ( solenoid) and the altenator, measuring across the battery neutral and these contacts i am getting the same voltage as across the battery but there is still no joy.... could this be an immobiliser problem or EMU problem... is this a common fault with VW motors?Any help would be greatly apreciated.
