Mend Repair Help Appreciated

broken throttle?

my throttle is stuck on and i want too now how too repair the problem any help would be appreciated also where the air filter sits on the dirt bike a piece of plastic was snapped off and was where the cable lives

Is the cable free to pull when its disconnected from the throttle twist grip on the handle bars ? if not its the cable i expect ok adam
