Mend Electrolux Temperature Condenser Control

How can I fix my refrogerator?

My Electrolux top-mount refrigerator is running 46 to 54 degrees. Coils are clear of dust, I have not seen the fan run and the condenser is warm. Is there a way to test the timer or cold control?
Do you have any ideas?
