How to fix an ignition key lock problem?

I have a 1997 Olds Aurora. On occasion the ignition key won't turn all the way back to remove the key. Is the ignition lock related to the transmission lock which is associated with the brake. If you wait about 30 seconds or so you are able to turn the key all the way back and remove the key. How can I fix this?
