How do I get my Honda to run properly?

My Honda engine will not run smoothly , the revs surge at regular intervals of about 1 second. I`ve cleaned the carb, made no difference, Any ideas??

Its still a fuelling problem - check out the float needle for dirt as taking the brass bolt out of the float bowl simply isn't enough. With the fuel pipe disconnected, see that there is enough petrol flowing from the tank.
