treadmill drive board?

ive got a t920i orbit treadmill and as soon as u plug it in the lights in the room flicker and the motor kicks on for 3 seconds b4 you even touch anything then shuts off, the computer works fine all lights are on and working just the motor will not turn and eventually it gives a an E1 error code it is not a jammed belt or speed sensor problem im almost positive that it is the drive board as it is giving me erratic volt readings from the drive board to the motor power out port, i have alot of experience and would like to know how to diagnose what part on the board is damaged and how to replace it. do not want an answear if your answer is replace the board
