I have a 33cc 1999 Homelite 14in saw, runs but wont top out?

I have a 33cc 1999 Homelite 14in saw, runs but wont top out. Idles fine, spools up but will not get the RPM to cut wood. It seems to be a very low Hr saw. Any help would be appreciated.
