Mend Valve Water Supply Shower

Isolating valve won't open?

The tap on the isolating valve from the overhead tank will not open. The piping supplies the shower. The tap will just revolve like its snapped inside or the thread has gone.
Any advice as only hot water is feeding through the shower head?
