Mend Engine Turn Cord

tight engine, cannot turn over with pull cord. ?

I cannot turn over the engine with the pull cord, it is so tight I am concerned about breaking the pull cord. I have the brake released. When I remove the spark plug I can turn over the engine with the pull cord. Do I have a stuck intake or exhaust valve.?

stuck exhaust valve as in a car u need to make sure its all in syncronisation then try it
