I have similar problems... no fuel getting through for starting engine. I have had it looked at by a plant hire firm and by a separate plant fitter who I have known for a long time.
The plant fitter seems to think the carb may be set up incorrectly and need adjusting, though I do have a manual, it is no help here! unless anyone knows the correct settings, i will continue with my usual starting method....
1) remove spark plug
2) pour a small amount of fuel into spark plug chamber
3) replace spark plug
4) set throttle to just above minimum revs (there is a position clearly defined by a small amount of resistance as you push the lever across towards minimum
5) switch on fuel, ignition switch and set choke (fullly off, but try fully on if no luck starting)
6) pull starter cord like billio!
7) knock choke off (if required)
8) allow to run for a minute, then SLOWLY increase throttle revs.
9) if you try to re-start when warm, it may start first pull, just ensure throttle is set low as before..
