Mend Westwood H1600 Power Load Engine

Westwood H1600?

My tractor loses power when on heavy load. As power is lost if I stop then the engine then gathers power with black smoke coming from exhaust. Any ideas?

Black smoke means a rich petrol to air mixture....see that the air cleaner element is clean!
