Mend Russell Hobbs 2200 Tank

How can I fix my Russell Hobbs Steam Glide 2200 13715?

This iron is not generating steam although the tank is full. The iron is hot but the rest of the equipment is cold. For some time prior to this happening the iron has been making a high pitched whistling noise.

Your help will be appreciated.
