Mend 49cc mini moto Mini Start Starts

how i can fix my 49cc mini moto?

i have a 49cc mini moto it take ages to start it but wen i turn ptrol on it starts but lyks out a lot of pertol out carb so i turn off then it runs in till i take a couner then i makes a choking sound then die and also my chain keeps cuming off even tho it ded tight any help plz
