Murrary Riding Mower Will Not Trun Over?

My Murrary riding mower will not turn over. It has good battery, I replaced the solinoid and can bypass the solinoid and get it to turn over. Is the problem in a fusable link or is it the starter switch?It is a Murray 405014X92
