Mend Key Fob Problem

KEY FOB PROBLEM?

THE BATTERY IN THE KEY FOB IS 3VOLTS BUT WILL NOT OPEN THE DOOR. OPEN DOOR WITH KEY BUT THE CAR ENGINE TYRNS OVER BUT WILL NOT START. RED LIGHT ON FOR IMMOBILIZAR - WILL THE CAR NOT START WITH JUST A KEY?
