i take it you had bleed screw on filter outlet open whilst pumping, and was there plenty of fuel there? if not it might be a faulty pump on filter head [common fault] -either diaphragm goes or rust holds one of valves in filter head open so you can't draw fuel!

Undo the 8mm bleed nipple on the injection pump, push some plastic pipe on to catch the drips, and operate the priming pump again. When the fuel flows without any air bubbles, the engine will start.
