how do i remove my front bumper 1999 t reg peugeot torbo deisel?

bumper is held on by bolts, you can get to them from underneath the car, radiator.. remove all pipes going to it then remove the bolts holding it on, put new one in, once everything in connected you will need to bleed the radiator. if it's too expensive at a garage ask a mechanic to do a homer most do it and at a fraction of the cost the garage charges.
