how to get rid of black bar?

there is a black bar on top of of programs which doesn't allow me to exit, minimize, or maxium w/o pressing fn+f1 athe same time and then I have to log in and then the black bar will disappear. why is that and how can I get rid of this w/o having to lock and log back on?
