Mend Sony KV28ls36u Tv Blinking Problem

Tv standby has been blinking twice .. but how CAN I fix it?

I am very confused that it could be a general circuit over current(s)? How would I be able to fix this problem? Only I see plenty of posts telling me exactly what it is, but nothing else?!

Help much appreciated!?//
