Make sure that the choke is operating correctly and make sure full choke opens the throttle correctly for cold start, it should open it up circa quarter open. Try starting from cold with full choke - five pulls and then take the plug out - if it is wet with fuel then all is well, if it is dry, your carb is at fault so check filters and jets etc. Normal starting is 2-3 pulls full choke until the engine fires and dies then take the choke off but make sure the throttle is kicked open with the choke mechanism - it will usually fire next pull. One little tip - try heating the plug with a gas cooker hob or blow lamp before starting, this will vapourise the petrol and make a poor starter easier to fire up and adjust the carb etc.
If this doesnt work then back to basics - make sure the filter is clean, the carb adjusters (H&L) are 1 turn out from being fully in and try again.
