renault traffic fuel pump?

I am trying to repair a renault traffic ,wo,nt start. its an 02 common rail injection,
If i take the inlet pipe off the fuel filter andf switch the ignition on should the pump in tank run continously
or does engine need to turn, mine runs for about 10 seconds, and there is very little diesel at injectors when engine turns on starter.
