Mend Matsui 1410 Wall Push Button

How can I fix my Matsui Tv/Dvd 1410?

When I switch it on at the wall and then push the set's on/off button no red light comes on and it is unresponsive to any of the Tv control's commands. It makes a repetetive beeping sound like it is trying to turn on but keeps failing.
