This isn't always the case is it?
I am putting together a table that came with a compound miter saw. The hex nut is separated from the washer/lock washer by the tables "plastic". It fits in a slot on one side and the bolt and washer plus lock washer are on the other side. One diagram they have shows the head of the bolt, the lock washer then the flat washer, the plastic of the table then the hex nut. The other shows the head of the bolt then the flat washer, the lock washer, the plastic of the table then the hex nut.
Which should it be? It can't go against the nut as explained in your other answer. I would guess by your explanation, that this time it would be first the lock washer, then the flat washer then the plastic and finally the hex nut. Is that correct??
