Hotpoint SQ61T grill not working?

Hi, I have a Hotpoint SQ61T electric oven. The grill has stopped working (the element does not warm up at all). Power is good as the fan and light come on. I replaced the element with a brand new Hotpoint part, but still no change. I measured the resistance of the element and it was 30 and 25 Ohms for the outer and inner loops, so not open circuit. I also visually checked the wiring and the switch gear and it all looks fine. The thermostat light is not stuck on or off as it changes with the temp slection control. I have now run out of ideas, can anyone make suggestions please to fix this grill?
