Mend Kerosene Oil House Tank

clearing dirty oil?

I bought a previously owned house and find the kersene coming from the oil tank is very dirty so much so that it clogs the burner nozzle with a black sticky goo.
How should I proceed to clean out the oil tank?

please get an o.f.t.e.c. registered oil fitter as this is a serious problem and could cost a lot of money if you get it wrong (one house down my way had a small split in the tank and it cost £26,000 to take the soil away,the hse enviroment the lot get involved)
