how can i make my wireless turn on?

I have an advent laptop. To turn on the wireless internet I have to press a button. When I press the wireless button it makes a flashing green wireless light activate. When I play a song a popping sound happens. When I turn my laptop off and on again and try to turn on my wireless internet, the flashing light does not come on and i cannot find any wireless networks. please help
