I suspect a terminology problem here...
There are three things on a radiator that you can play with.
Two valves on the bottom - one to let water in and one to let water out - open them both fully - anticlockwise.
The bleed screw is on the top of the radiator - if you have really left it open then water should be squirting out. When "bleeding" you open it to let the air hiss out and close it as soon as water comes through.
