bmw 325i engine wont start?

i put a new starter in an it wont start i load tested the battery an its good if i hook wires up to the starter it will turn the engine but it wont start an the key turns on but wont start the car is there any security code for the engine it turns over but fuel wont get to the engine the fuel pump is good too. where is my problem at its a 2001 bmw 325i
