Mend Land Rover Range Start Starts Cold

my petoral rangerover 1995 won't start ?

my rangerover starts when it wants, the engine turns over but won't fier it seems to be more when its cold. but it can start one minite and then refuse to the next. i was thinking could it need new spark plugs? can enyone help? thank you
