Mend Citroën C4 Engine Speed

C4 not start i cool wheather?

The engine starts but in very low speed, soo low that the generetor dont gives out any current.
And the speed pedal dont work. Some time it goes over the low engine speed and it works.
Is there any body that could tells me what too do?
And tells me where the problem are.
