How to repressurise Flexcon expansion vessel?

Having read previous posts I have established that I need to repressurise my Flexcon 18/0.5 expansion vessel. However despite the pressure gauge showing zero and the system being cold I am unable to pump any air into the vessel. When I depress the valve no air (or water) escapes so does this mean there is a blockage in the valve or is there something else I am missing somewhere? All help appreciated. Thanks.

you need to remove pressure from system and have a drain off open when you pump up the vessel,if it still wont pump up there will be a blockage
