how far away from my stairs can i put my gas combi boiler ?

how far away from my stairs can i put my gas combi boiler ? also does the boiler < which is currently in my garage > have to be a certain distance away from my gas meter?its 11 feet away at the minute but i need it down to about 4 feet.
