how can i fix my ford monedo?

when the battery light is on what does this mean my monedo wont start just hearing a ticking noise

Sounds like a Battery and /or a charging problem ...connect voltmeter to battery terminals check voltage should be at least 12.5 v and not drop to below 9v when cranking and should charge at about 14.2v......
