Mend Turbomax 837E Boiler Steam Heating System

How can I fix my Turbomax Plus 837E?

My boiler has stopped giving hot water. Heats for about 30 seconds then cuts out, giving out vast amounts of steam in garden outlet. Someone suggested this is the heat exchanger. Do you agree and if so, is this easy to fix and not too expensive?
